Kính thưa Ngài Jerril Galban Santos,
Chúng tôi, những người ký tên dưới đây, đại diện cho bản thân và cho ý kiến của nhiều công dân Việt Nam khác, theo dõi với mối quan tâm chặt chẽ các sự kiện đang xảy ra tại Panatag Shoal (Scarborough Shoal) trên Biển Tây Philippines (theo cách gọi của Philippines)/Biển Đông (theo cách gọi của Việt Nam), và bày tỏ ý kiến của mình như sau:
1. Chúng tôi hoàn toàn ủng hộ quyền chủ quyền và các hành động bảo vệ quyền chủ quyền của nước Cộng hòa Philippines trong khu vực Panatag Shoal.
2. Chúng tôi kiên quyết phản đối Trung Quốc áp đặt “đường chín đoạn” không có cơ sở lịch sử và pháp lý vào Biển Tây Philippines/Biển Đông nhằm chiếm đoạt bất hợp pháp vùng đặc quyền kinh tế và thềm lục địa của Philippines, Việt Nam và các nước ASEAN khác. Chúng tôi cực lực phản đối các hành động bất hợp pháp, đe dọa dùng vũ lực của Trung Quốc trong cuộc tranh chấp ở Panatag Shoal.
3. Chúng tôi ủng hộ yêu cầu của Philippines đưa tranh chấp ở Panatag Shoal ra Tòa án Quốc tế về Luật Biển (ITLOS). Chúng tôi ủng hộ tuyên bố của người phát ngôn Bộ Ngoại giao Việt Nam vào ngày 25/4/2012, mong muốn “các bên liên quan cần kiềm chế, giải quyết hòa bình các tranh chấp [tại Panatag Shoal] trên cơ sở luật pháp quốc tế, nhất là Công ước Liên Hợp Quốc về Luật Biển 1982 và tinh thần Tuyên bố về cách ứng xử của các bên ở Biển Đông (DOC).”
4. Chúng tôi kêu gọi các chính phủ và công dân các nước ASEAN có những hành động cụ thể nhằm đoàn kết với và giúp đỡ Philippines bảo vệ quyền chủ quyền trong khu vực Panatag Shoal cũng như quyền chủ quyền của mỗi nước và của cả khối ASEAN theo Công ước Liên Hợp Quốc về Luật Biển 1982.
5. Chúng tôi long trọng tuyên bố rằng những đòi hỏi của Trung Quốc tại Biển Tây Philippines/Biển Đông thông qua đường chín đoạn chữ U phi pháp là một nguy cơ cho việc hợp tác hòa bình và phát triển bền vững của Đông Nam Á. Để tìm lại ổn định và để bảo đảm tự do giao thông hàng hải trên Biển Tây Philippines/Biển Đông, chúng tôi đòi hỏi chính quyền Bắc Kinh từ bỏ tham vọng phi lý tại Biển Tây Philippines/Biển Đông.
Sự nghiệp chính nghĩa của chính phủ và nhân dân Philippines nhất định thắng lợi.

Your Excellency,
We, the undersigned, reflecting the opinions of many other Vietnamese, have followed closely and with great concern the events at Panatag Shoal (Scarborough Shoal) in the waters known as the West Philippines Sea in the Philippines and the East Sea in Vietnam.
We wish to convey to you and your people the following message:
1. We fully support the sovereign rights of the Philippines in the Panatag Shoal area and the Philippines’s actions to defend her sovereign rights.
2. We resolutely oppose China’s attempts to use its “nine-dashed line”, which is completely without historical or legal basis, to encroach on the Exclusive Economic Zones and continental shelves of the Philippines, Vietnam and other ASEAN countries. We strongly oppose China’s illegal actions and threats of force in the Panatag Shoal dispute.
3. We support the Philippines’ proposal to submit the dispute at Panatag Shoal to the International Tribunal for the Law of the Sea (ITLOS). We support the statement by the Vietnamese Foreign Ministry spokesperson on 25 April 2012 expressing hopes that “both sides will restrain themselves and settle peacefully the issue in compliance with international law, in particular the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the Declaration on the Conduct of Parties in the East Sea (DOC).”
4. We call on the governments and citizens of all ASEAN countries to take concrete actions to show solidarity with the Philippines, to assist her in the defense of her sovereign rights in the Panatag Shoal area, and to defend the sovereign rights of each and every ASEAN country as affirmed in UNCLOS.
5. We solemnly declare that China’s illegal “nine-dashed line” constitutes a threat to peaceful cooperation and sustainable development in Southeast Asia. To re-establish stability and ensure freedom of navigation in the West Philippines Sea/East Sea, we demand that China gives up its absurd maritime claims in these waters.
The just cause of the government and people of the Philippines will prevail.
Peace and Philippine sovereign rights for the Panatag Shoal area!
